Terms of Reference/Requirements

3.1 General

The Municipality of Strathroy Caradoc is seeking a report on an industrial land strategy for the next 10-15 years based on a phased in process.  Strathroy-Caradoc is strategically located along Highway 402 between London and Sarnia, Ontario.  Strong growth is predicted over the next 30 years with population numbers doubling in size. 

To support this forecasted growth, the Municipality of Strathroy-Caradoc will require additional industrial lands for an expanded manufacturing base.  Currently, the inventory of municipally owned industrial property is limited.  While there are some premium parcels available it is in the best interest for the municipality to have a strategic approach to marketing opportunities related to land availability and timelines.

The successful proponent shall:

3.1.1. Submit a quote that provides an opinion/recommendation related to the acquisition/development of industrial lands for the next 10-15 years for the Municipality of Strathroy-Caradoc.  This opinion/recommendation shall be the result of:

  • Identify trends, forecasts and current market prices for raw land acquisition
  • a thorough review of existing land, studies/consultation with key municipal staff and Council
  • develop a phase-in approach for future land supply and demand
  • examination of lands adjacent to the 402 or close proximity to exits (existing and future)
  • infrastructure requirements
  • identify large parcels of land that are strategic to the future needs of the community

 

3.2 Term of Contract

The contract will conclude with delivery and Council presentation no later than September 30, 2025. The Municipality reserves the right to extend the contract upon mutual agreement by both parties where the best interests of the Municipality is served.

3.3 Scope of Work

To fulfill the expectations of the Municipality with respect to this project below is a checklist of items that should be considered as part of the project:

  • Review of current inventory of industrial lands in Strathroy-Caradoc and neighbouring communities
  • Review of role of municipality with respect to industrial lands
  • Inventory of potential industrial lands (with maps) including size and physical attributes
  • Consideration of infrastructure requirements including access roads and utilities
  • Land approvals process with respect to Official Plans and Zoning requirements
  • Determine the path forward for Municipality to increase the supply of investment ready land supply 
  • Creation of timeline and projected costs  for industrial land inventory development
  • Creation of presentation material to summarize report
